Kickoff Meeting Purpose: * Introduce the Airport Master Plan Update (AMPU) Study to the AC * Discuss the role of the AC * Review the scope of services and goals for this study * Review the primary tasks for study * Provide an overview of the existing airport facilities Meeting Summary: 1. Jill Barrett, Fitzgerald & Halliday, served as the meeting moderator. 2. Meeting time and location was briefly discussed. It was decided that the remaining AC meetings will be held in the evenings from 7 p.m. to 9 p.m. at the same location (Hilton Southbury). The next AC meeting will be in late summer 2004, avoiding July and August. 3. It was emphasized that information sharing between the AC members should be open. The AC’s role is to provide well-balanced input to the planning process that addresses the concerns of the community and the need of the users. 4. It was decided that e-mail is the best form of communication for the sharing of information. AC members that do not have access to e-mail will receive information via fax and regular mail. 5. A presentation was given outlining the AMPU Study. Paul McDonnell gave an overview of the project, and presented the purpose and need, schedule, project goals and activities, study tasks, public participation activities, and briefly discussed the forthcoming Part 150 Airport Noise Study. Dan Porter presented the existing Airport facilities and 2003 activity overview. Ron Price presented the results of the Tenant/User Survey. Michael O’Donnell presented on the upcoming projects and studies slated for Waterbury-Oxford Airport (OXC). The following discussion occurred: * Recorded activity data is available for daytime operations only. The tower is closed from 9 p.m. to 6 a.m.. Therefore, nighttime activity will be estimated. * General aviation (GA) security regulations and procedures will be reviewed as part of the AMPU. OXC already has security equipment and procedures in place. The AMPU will investigate recent regulatory changes and any expected future changes, and their effect on airport operations and facilities. * Gail Lattrell, FAA, advised that the Terminal Area Forecasts (TAF) for OXC have been updated and are available on the FAA website (http://www.apo.data.faa.gov/faatafall.HTM). Copies of the TAF will be available at the next AC meeting when the draft AMPU forecasts will be discussed. The FAA must approve the forecasts developed for the AMPU. After the forecasts are approved by the FAA, facility requirements and alternatives will be developed. * It was requested that all study material developed as a result of the AMPU Study be made available to the AC members in advance of the scheduled meetings. P. McDonnell assured the members that any material requiring review by the members will be distributed at least two weeks in advance of the scheduled meetings. * Concern was raised regarding the scheduling of the AMPU and the Part 150 Study. It was stated that the AMPU should coincide with the Part 150 Study. P. McDonnell advised that scoping for the Part 150 will commence on February 24th, and that every effort will be made to dovetail the two studies. It was suggested that the Part 150 Study also look at cumulative noise impacts (i.e., not just aircraft noise). However, the Part 150 is only obligated to study how aircraft noise impacts the surrounding area. * Concern was raised over the potential impacts of the proposed power plant east of the Airport. * A website has been developed for the AMPU Study. The site is now live and can be accessed via www.oxcstudies.org. * It was stated that nearby Mountain Meadow Airport will be closing. As a result, OXC is expecting to base additional small single-engine aircraft. * Several aircraft have relocated from Danbury Municipal Airport (DXR) due to aircraft operation restrictions related to obstructions in the approach path.
